Publishing on CiteSeer is free.

It is an excellently presented and designed paper database - with lots of nice features (such as touch graphs, similar papers, similar searches etc...).

I would suggest using it as a resource to publish papers in AT - the Enkidu lot seem to do this already but not many other AT people.
